The Consumer Financial Protection Bureau (CFPB) dismissed its December 2024 complaint against Rocket Homes Real Estate, JMG Holding Partners LLC, (which does business as The Jason Mitchell Group) and the firm’s owner Jason Mitchell that alleged they participated in a kickback scheme involving referrals and steering homebuyers toward Rocket Mortgage.
The notice of dismissal, filed by the CFPB Feb. 27 in U.S. District Court, Eastern District of Michigan, said the agency dismissed the action against all defendants with prejudice, meaning the case is permanently dismissed and cannot be refiled.
The complaint, filed Dec. 23 under then-CFPB Director Rohit Chopra, alleged Rocket Homes violated RESPA by providing kickbacks in exchange for referrals and requiring brokers and agents to steer homebuyers toward Rocket Mortgage. It also alleged The Mitchell Group and Jason Mitchell violated RESPA by participating in the arrangement.
“Rocket engaged in a kickback scheme that discouraged homebuyers from comparison shopping and getting the best deal,” Chopra said at the time. “At a time when homeownership feels out of reach for so many, companies should not illegally block competition in ways that drive up the cost of housing.”
According to the Consumer Federation of America, the CFPB under acting director Russell Vought has halted 38 pending enforcement actions so far.
