Colliers Valuation & Advisory Services recently announced significant changes in leadership with new hires at its Sacramento office. This is part of a strategic plan to strengthen the multifamily valuation services platform and reinforce its presence in California and the West region, Colliers said in a press release.
Scott Shouse has been tapped for the role of California multifamily lead. In this new capacity, Shouse will oversee efforts to increase multifamily appraisal revenue and expand client relationships. He will support and direct team recruitment, training, and collaboration endeavors for the multifamily specialists throughout Colliers’ six California offices.
Additionally, Shouse will co-lead Colliers’ multifamily advisory committee, working on national initiatives in the coming year.
“I’m thrilled about this new role, as it will allow me to continue to focus on something that I’m passionate about – growing the multifamily platform at Colliers,” Shouse said in the release.
With Shouse’s transition to a regional leadership position, Andy Burger has joined the team as the new managing director for the Sacramento/Fresno/Reno territory. With much experience behind him, Burger joins Colliers from his previous role as founder/president of Burger Valuation Consultants and as a director with CBRE.
Burger began his appraisal career as a generalist and has since become an expert in affordable housing valuation. The company said his leadership will enhance the capabilities of the Sacramento team and drive regional growth.

Also joining Burger in the Sacramento office is Doug Callow, a licensed appraiser with over 20 years of experience. Callow, previously with Burger Valuation Consultants and CBRE, brings a wealth of knowledge to the team, further strengthening Colliers Valuation & Advisory’s commitment to delivering top-notch valuation services.
